This PWE Cairo leaflet was intended by Joint Operational Staff to be directed towards the Italian portion of the civilian population of Tripolitania. It was designed to scare civilians and to get them on the move - first to Tripoli port in the hope of evacuation by sea, and then on to the coast road leading westwards from Tripoli (Zuara Road).
The object was, primarily, to congest traffic in Tripoli Port and on the coast road westwards in order to clog Rommel's line of supplies and retreat, and, secondarily, to bring into the Port area a large number of civilians, whose presence would by itself render more difficult the work of demolition, even if the civilians themselves dare not openly oppose it.
The skull and cross bones is regularly used by Italians on high-tension cables, gateless level crossings, etc; it means "danger of death" and, was believed to be, one of the few signs to which they pay any attention to in Italy.
The leaflet was intended for the populated region behind the battle area, the first droppings running as far west as Homs, and the last ones as far as Zavia, 55 kms west of Tripoli. |
