| A civilian leaflet… [which] is deliberately being disseminated over German troops as well. This is a revise of WG.19 which stressed the action points for civilians, while WG.25, being of a more general nature, is used both for German soldiers and civilian targets deep in Germany. WG.19 continues for frontline towns. Dissemination is in line with the policy of projecting General Eisenhower's personality in order to emphasize the reality, finality and at the same time the civilized nature of Military Government. |
